Panvel is the gateway end of Navi Mumbai, and on our rate card it belongs to Maharashtra as a whole — Z4, DNB service, not to the Mumbai city row. That is worth saying out loud, because Mumbai does hold its own city row, and it prices the first kilo a little under the ₹415 state figure on the same 3–4 day transit. The gap is small, but if the consignee can take delivery at a Mumbai city address rather than a Raigad one, it is money you need not spend.
What makes this route genuinely comfortable is the tier spacing. Air is 3–4 days and road is 5–6 — two days apart, where our Uttar Pradesh and Odisha lanes stretch that to four or five. Waiting is cheap on this lane, so the road option deserves a serious look on anything with weight in it.

Documents run on both services — ₹242 for 500 g on the standard envelope row, ₹496 on the premium one — and since premium buys no real time here, the standard row is the sensible default for paper.
